Shouldn’t Oil Be Much Higher Already?

With unrest and turmoil in oil-rich Northern Africa and in Persian Gulf nations,  why isn’t the price of oil much higher? The last time oil spiked upward, into the summer of 2008, no such rebellions or revolutions existed.  The sudden rise up to $148/barrel was blamed, for the most part, on speculators.  This discrepancy between then and now has my variant perception detector on full alert.
